The surrender of Fort Sumter shocked the North. States had to choose whether to "be a patriot or be a traitor." Northern states rallied to Lincoln's call. Border states were Delaware, Kentucky, Maryland, and Missouri. Border state residents were heavily divided. The president's own brother-in-laws fought with the south. The Civil War split up Virginia and West Virginia set up its own state government in 1863.
